I would assume toy inaccuracies don't qualify as a canon source, otherwise we would have Stormtroopers running around looking like this:

Correct. Depending on the intended quality of the toy, it can be used as a main or supplemental unit of reference, but in this case, the GInq figure above was one of the very cheap line that were not very detailed.
