Here's a good photo from id3106 showing the correct belt. It's basically the same technique as building a Jedi belt, and you'll find that the studs actually do a really good job of holding the small belt in place. The trick is just to make sure that they're tight in on the sides of it. Put the buckle in the back so that it'll be hidden by the cape.

 

The most important thing to remember is that when the belt is bent into a round shape, the outer narrow belt has to go around a longer distance. If you lay both layers of the belt flat and cut them to the same length, and then bend them, the thin belt will be several inches too short! So, make sure they're bent in the proper shape before you trim the narrow belt to fit.
