Visas Marr cosplay

One of my fellow coworkers wants to help me create the Visas Marr Unseen cosplay and she was giving me 2 different options for the fabric for the the overdress. Which one of these would be more likely to approved for the overdress?

None of these will work for the outerdress - it will need to be a black leather or leatherette, and it has a low gloss finish, which will need to be given a faint gray pinwheel pattern.  I haven´t seen any fabric that can be bought finished, so you´ll need to paint it yourself.  The pattern for the pin wheel can be found on this forum, I don´t have the link at hand right now.
